A student came in, saying he needs the tax withholding on his check to stop, as he is an NRA from Russia and a tax treaty applies.
1. I check the IRS webpage for a tax treaty; one comes up, but clicking the link returns "this page does not exist".
2. I go back, and click through the link that is supposed to go to the Treasury Department's tax treaty page; they have made changes to their website and the page no longer exists, has moved, blah, blah, blah.
3. Mr. Google is next. The first result is the same page as I tried in #1. The second result - US Tax Treaties A-Z, is also an IRS site. It is here I learn the following:
"Many of the Tax Treaties on this page were accidentally deleted. They are in the process of being restored. The restoration of these treaties will take approximately two weeks."
Note that the announcement is undated. There is another helpful link on that page...pointing back to the useless Treasury Dept. page referenced in #2 above.
Naturally, the Russian treaty is one of the ones not yet restored.
They really don't pay me enough.
