In Wisconsin you do not need a photo ID to register or to vote all you need is just one of the following:
Driver's license or state ID
Utility bill
Bank statement
Paycheck
College ID
Witness who lives in your city and can vouch for your residency
This whole mess came up four years ago - and nothing has been done since then to rectify it.
